[T3] Turn signal issue

I have  a 71 square.  When I turn the ign. on, the
turn indicator lights glow, sometimes quite brightly. 
If I turn the blinker on, and then off, the indicator
lights will then stay off.  Recently the signals
stopped blinking, they would flash once to a few
times, and then stop.  I tried swapping relays,
hazzard switch, and nothing made a difference.  I
think discovered I had an american style flasher with
just 2 prongs on it.  I installed that one, and now
the signals work fine, although the aforementioned
glow issue still happens.  I have been through the
wiring diagrams, and my car, and just cannot figure
what is going on with it. I am assuming that power is
back feeding somewhere, but haven't found the source. 
Has anyone experienced anything like this before?  -Bill
